These days, a lot of stuff is advertised on Facebook, either in the "Marketplace" section or on the various "Expats in..." groups/pages. I just saw a metal food cart for sale in the Kep section for $250.

Otherwise, you could ask around among those who have one. Also, if you're in Kampot, the motorbike repair place on Street 724 in the Old Market area (across from Curry Mahal restaurant) seems to do fabrication of carts.聽 聽
