Looks like you are correct, in that they are opening up to more foreign nationals holding various visas.  But it's still not clear to me if they are going to allow Tourist Visa entry. They talk about "an existing valid visa", including a (a Temp Visitor's Visa, so I think you probably have to get a one in advance, as they are not issuing them at the airport.



This is what I'm trying to figure out:

I think it is looking good for those of us who do not have Permanent Resident or long term SRRV status, but I will check with the Philippine Consulate in LA on Monday.. Thanks for the head's up on it.

From what I read and saw on the video I watched, my impression is that all foreign tourists, with the exception of people travelling from India are now allowed to travel subject to a 7 day quarantine on arrival which must be booked before travelling, the daily or weekly limit of 1500 tourists and obtaining a tourist visa before travel.

Being from the UK, we are not allowed to travel until at least 17 May and even then countries will be allocated to one of three lists, Red, Amber & Green. Red meaning a mandatory hotel quarantine on return costing £1750, amber meaning quarantining on return at home and green meaning no quarantine on return. From my side I think the Philippines is likely to be placed on either the amber or red list and with things changing quickly a country on the amber list could be moved to the red list at fairly short notice. This would mean an unexpected bill for hotel quarantine on return or a rush to book return flights before the deadline date for the change to the red list.

Please let me know what you find out about this but for now I think I will wait a while to see how things go.

I applied for a 13A visa via the embassy in the US. I was informed  last month that my visa had been approved but that they could not issue it to me because of the travel ban. Yesterday I sent an email asking about the visa and received this reply today.

As of 3 May 2021, please be informed that the Embassy is no longer authorized to issue 13a visa.

You  can only apply for a 13a immigrant visa while in the Philippines.

Please be informed that with the lifting of the current travel restriction, effective 01 May 2021,  Filipino citizens, Filipino dual citizens, and former Filipino citizens and their foreign spouses and children (using foreign passports) can travel to the Philippines without a visa.

Former Filipino citizens just need to present a copy of Philippine Birth Certificate or a copy of an old Philippine Passport or Dual Citizenship Identification Certificate (for dual citizens). The foreign spouse must present a copy of their Marriage Certificate. (Issued by the Philippines Statistics Authority or Apostilled if issued in the US). The children should present a copy of their birth certificates.


Note: The foreign spouse or/and children must travel together with their Filipino/former Filipino spouses (or parents).


All arriving passengers must have a pre-booked accommodation in an accredited quarantine facility/hotel for at least six (6) nights; and will be subject to PCR testing at said facility/hotel on the sixth day from the date of arrival.


IMPORTANT: We will be sending all back your application documents so that you can use them should you wish to apply for a 13a visa while in the Philippines.

Well I have to say that from the UK side, the Philippines will be put on the red list on 17 May, meaning a mandatory 10 day hotel quarantine on arrival back in England costing £1750. There is no way I am paying that and none of the quarantine hotels are anywhere near me so it would mean flying from London anyway.

You still cant flight anyway there boarders are not open to foriegners yet

That is not the information I seen regarding foreigners entering the Philippines, restrictions yes but still possible. Not that it makes a difference to me though at this point.
