UK mail handler for Express Mail sent from Thailand

Hi all, I wonder if anyone can help me with a time critical issue.

I sent my divorce papers to a friend in London by express mail from Thailand.

The tracking system showed it ready to deliver (but it translated as ready to pay) for two days, and then today it changed to:

喙勦笖喙夃笧喔⑧覆喔⑧覆喔∴笝喔赤笀喙堗覆喔⑧箒喔ム箟喔о抚喔编笝喔權傅喙� 喙佮笗喙堗笝喔赤笀喙堗覆喔⑧箘喔∴箞喙勦笖喙� 喙€喔權阜喙堗腑喔囙笀喔侧竵喔阜喙堗笝喙�

which google translates as: "Tried to pay today. But the pay is not. Because other".

My friend is certain no delivery has been attempted to him.

The tracker location shows as: 喔斧喔｀覆喔娻腑喔侧笓喔侧笀喔编竵喔� (DOCKLANDS)聽聽聽 which is United Kingdom (DOCKLANDS).

I'm trying to find out a company name / telephone for who is handling the delivery at the UK end so I can fix this. Any suggestions welcome.
