Getting on a ferry is like getting on a bus. It's just transportation,nothing else.Koh Samui is part of the Sandbox-program,but that just concerns people coming from abroad. When travelling domestic, you can go wherever you want. Officially,you just need a ticket and your mask,but of course,this is Thailand. The only island I know of, that for some strange reason demanded an expensive (for foreigners) ATK-test on arrival was (is?) Koh Samed in Rayong province. They got a lot of complaints and might have stopped that nonsense.
