Does anyone know if you are dual citizen , and you are overseas and can't get the new vietnamese ID card with the computer chip done till say next year , if that is going to be a problem?

Clause 2, Article 4 of Circular 06/2021/TT-BCA provides for the transition as follows:

"CMND issued before the effective date of this Circular are still valid until the expiration of the prescribed period.聽 At the request of citizens, their CMND can be changed to CCCD according to the provisions of this Circular."

Therefore, if your CMND has not expired, you can wait until your return to Vietnam to change to the new CCCD.
