There aren't any vendors I know of who are renting electric mobility scooters in HCMC (or elsewhere for that matter).

I used my scooter brought from the USA during a stay in HCMC, but it's not a fully handicapped-access city yet, especially when crossing the street (lack of sidewalk curb ramp access) plus frequently blocked sidewalks requiring the user to use a street traffic lane.

If he's able to drive one, renting a 50cc motorbike would be another option that doesn't require a driver's license but would require a helmet.

It's possible that a concierge at a high-end hotel might be able to arrange a scooter rental, so check in advance with the place you are planning to stay.
