The course near the airport, which is actually within the walls of the airport, is under management of the military.  It may however be open to the public to pay-to-play.  It seems odd to most westerners but the military in Vietnam is partially self supported through ownership of businesses.  It is an odd marriage of socialism and capitalism.  This may be one of those efforts.  The entrance is on the west side on the road that goes between Gò Vấp and Tân Phú districts. 

I don't know if it is still true or if the government chose to clean up the image for sake of the course, but the opposite side of that street used to be lined with whorehouses.  We used to take this route returning at night from a friend's home in Tân Quý to our own.  I had to take care to keep my eyes on the road with my wife on the back of the bike.
