PUJ official website is a good place to start:

Go to airport services and transportation and you get a full list of car hire outfits with contact numbers at each terminal and take your pick.

Nelly is a local outfit and my experience with them several years ago was decent.

As with all DR rental companies they will charge you for the slightest mark/damage, so check the car out thoroughly or better have full cover with zero excess. And get 'casa de conductore' included in your cover is my advice.
