Shipping dogs to Puerto Plata

Due to the virus right now I am having a hard time finding a company to ship my dogs from Toronto to Puerto Plata.聽 Air Canada is currently not providing this service on their own so I need to find a company that provides this service any leades would be appreciated thank-you.

With or without the owner flying ??

WestJet is the best airline for dogs, I found.
I assume these are not 'cabin' variety..... but crated dogs, flying below deck

I think they start allowing dogs....in November ? December for sure until Apr 1st

No flying in summer months

We will be flying with the dogs yes they are too big to fly in cabin thanks for the info.
