Probably by submitting it to a different country than the Dominican Republic.

Call your local consulate office they will give you the info on how to go about the background check. For the FBI

prob because ot is needed for recidency per the Dominican application
i already filed mine, after fingerprints
but in my case i need to wait to get new passport next july

This is the service we used when we applied for our residency visas. We were able to find a place local to us in NC for the fingerprints and the turnaround was just a few days.

Many major cities have fingerprint and background check services.聽 Do a google search for where you live.
I hate when people send me to google, but without more info, that鈥檚 what we got
