Family Reuni: Marriage Certificate After Registration in Belgium

Me and my spouse got married in our non-EU country one year ago, and we have already registered our marriage at the commune where we reside. We both hold residence permits based on work, and now we wish to switch my spouse鈥檚 residence permit to a family reunification permit.

However, the commune has requested a legalized marriage certificate (not older than six months) along with a sworn translation. Given that our marriage is already officially registered in Belgium, shouldn鈥檛 we be able to obtain this document directly from Belgian authorities?

I checked the RRN (Registre National) website, but I couldn鈥檛 find any relevant certificate for this purpose. Has anyone gone through a similar process or has insight into whether we still need to obtain a marriage certificate from our home country?
