Can my husband and I fly from Bulgaria to Germany , buy a new car and drive it back to our home village. We both have residency cards.

Yes you can.

Since it will be a new car, this makes sense only if the price is lower than in Bulgaria.

Additional costs like airplane tickets, hotel accommodation, transit numbering plates, insurance, fuel costs on the return route, etc. also can be considered when calculating the pros and cons.

However, for used cars this is not always valid.
