Also, if you don't speak Bulgarian, try to take a friend or neighbour with you to help interpret. I was very grateful for my neighbours help!

If your property is in the General Toshevo area, you'll need to go to the ViK there. It's tucked away in a side street well away from the town centre and though @JImJ gave the address in his comment above, the street names and the ViK aren't shown on Google Maps. It's the last or second last street on the right as you're heading out of town toward Dobrich, and at the far end of the street. It's a very original Communist era building with admin staff attitude to match!

Unless you speak fairly good Bulgarian, try to take a helper with you who does. Take a copy of your notary paperwork, your passport, and your company registration, if you needed one to buy the property, as well as the old water account number if you have it.聽 I was blessed to have the assistance of my sweet neighbour and would have struggled without her.

EnergoPro in Dobrich for registering the change of account for the electricity was very easy in comparison and I managed that on my own. All in Bulgarian, though I still don't speak much, because the staff member I dealt with was so helpful and patient.聽 If you haven't done that yet, take all the same paperwork and a copy of the old electric bill if you can get one.

The first thing to do once you have the notary paperwork is to go to the Toshevo Town Hall to change the ownership for council tax. That needs to be done within a month, or there's a potential fine.

The water and electric -- if you can get the old account numbers from the seller, it's easy to set things up to receive the bills in epay.bg and pay online, so there's less rush to change the name on the bills and get new account numbers.
