Applying for une carte vitale on a long stay tourist visa

Hi

We鈥檙e a retired Australian couple on a long stay tourist visa.


I understand we鈥檙e now eligible for une carte vitale and maybe other things (?). We鈥檝e been told not all the required paperwork is necessarily listed on the information provided and this can significantly delay you receiving your card.


If you鈥檝e had recent experience with this, I鈥檇 appreciate information on the process and documentation required to apply.

I have a one year French temporary residency card (cart de s茅jour) that expires in April 2024. That was issued after my one-year tourist visa.聽 聽 When I apply for my next renewal, with I get long term residency status such as聽 5 year, 10 year, or just another one year renewal?聽 The application for my cart de s茅joir聽 was all done on-line, but with the help of a friend fluent in French, since the applications are all in French.聽 How soon can I apply for French health insurance?

You don't need to visit an office for your carte vitale anymore. You can just request one on your Assurance Maladie (Ameli) account.

@hapyml2004 how did you get your carte de s茅jour ? We鈥檝e been here 4 months and haven鈥檛 received one yet.

It's weird how the french system is just a mess. I'm a danish citizen (European) and I asked for a vitale back in October when I had a job and money, and I got a response first in the end of april telling me to show that I have a job and money enough to live here for 3 months... I lost my job back in december and I just run out of money... And the ask for money is against the free movement EU rules. I asked about it and they just me to show my visa.... I'm just speechless. I live in Lille

I hope that you have it easier where you are, I heard it's different depending on where in France you move to.

You don't qualify for the long term residency card until you have lived in France for 5 years as a legal resident.聽 For Carte Vitale, you can apply 3 months after you arrived in France with the intent to stay as a resident.

@adrie14 3 months before my one year tourist visa was up I applied for a renewal.聽 You can鈥檛 apply for a renew much earlier than that.聽 I submitted聽 all the documents on line after getting my required medical physical at their appointed designation and chest X-rays (got the xrays at the American Hospital).聽 And then had to pay the 200 euro tax and and also submit an e-photo with the renewal application.聽 The application is all in French so I had someone help me.聽 About a month later I received notice that it was approved and then had to wait to be notified for an appointment to pick it up at the prefecture.聽 聽What prefecture you go to depends on the part of the city where your official address is (that you provided on your visa application).聽 Hope this was helpful.聽 Don鈥檛 hesitate to contact me if you have further questions.聽 鈥擩ames

There seems to be confusion here.


One does not jump in and apply for a Carte Vitale. The Carte Vitale is the last step.


With certain exceptions, a person who is a "regular" (legal) and stable resident is covered by the national system after 90 days. A long-term, renewable, 1-yr visa (which does double service as the carte de s茅jour the first year) is sufficient.


However, you can't get reimbursed under that coverage until you apply to "open your rights." You can do upon the 90 days. Keep any medical receipts because the filing date is the date you are eligible for reimbursements. [Social security code Article L160-5] However, you can't actually get reimbursed until you receive a social security number, which can take weeks or a couple months.


Once you are are certified, which can take more months, you receive an attestation to show providers. It's also at that point that you can go on line and request a Carte Vitale. That card will come quickly and is much more convenient for getting care than running around with the attestation.


By the way, whether you open your rights or not, you are subject to the annual cotisation (premium) for health care. It is the tax authorities that will notify social security (URSSAF) if your worldwide investment income exceeds the abatement amount. You won't find out about this until you receive the cotisation bill at the end of the year AFTER the year of coverage!


You also need complementary coverage, but you're in kind of limbo until you are certified. Mutuelles CAN cover you from when you initially receive a social security number, but most may wait until the certification is finalized.

For the one year visa renewal i had to update all the financial income i had to present to the embassy for the original visa, another letter that someone is responsible for you, a chest X-ray and physical exam at their facility, and proof of private medical insurance.

We have to apply to extend our long stay visas in December. Where are you getting medical insurance? Our medical insurance will only cover us for and additional 6 months so we鈥檒l need to find another insurer I think. Can we get local French insurance?


We applied via the Australian Embassy in Canberra so do we need to apply through there again?

Did you have to provide hard copies of bank information or could you do it all online?


The attestation isn鈥檛 a problem but it鈥檚 a pain especially when you find your own accommodation. It feels patronising & hoop jumping for no useful purpose.
