Health insurance for 70+

I am 71, an EU citizen [my second nationality].聽 I want to get French residency and my carte vitale.聽 I know I don't have to register to live in France as an EU citizen but can I get a Carte Vitale?

Also do any of the insurance companies cover 70+ retirees.
