For regular teaching jobs, you need to apply at the relevant local school authority (called 鈥淜ultusministerium鈥� or one of its subdivisions). You need to have a recognised educational degree and advanced German language skills (so the students can understand you).
There might be differing procedures and requirements for special needs schools (which I am not familiar with), sorry!. And since disabled kids are less likely to speak foreign languages, German is probably even more important there.

There is a good offering of special education in Germany, usually at separate schools for all but mild problems. One need just search at Google under 鈥淪onderschulen鈥�. You will have to clarify if you are even eligible with your credentials to teach in such places. Certainly fluent German would be a must.

The US military (Department of Defense Education Activity or DODEA) has its own school system abroad, also in Germany, with English instruction and I assume the teachers need educational credentials like they would in the US. I am posting a link to their website. I am also posting a Wikipedia page that lists such high schools in Germany, including ones that have closed and when. What one sees is that the vast majority of them have been closed as the US gradually downsized its presence in Germany since the cold war ended. The cities where they still have such American High Schools are; Ansbach, Baumholder, Hohenfels, Kaiserslautern, Ramstein, Spangdahlem, Stuttgart, Vilsek and Wiesbaden
