    I own an apt in Budapest. I have plumbing issues and want to have a sketch of the plumbing system in a 6 story apt house, built in the IInd district in 1960.

You might be able to get a plan from the local government or better, the building management.  I think it's almost impossible to imagine they had that level of detail in their planning applications or otherwise.  Usually it's a building plan and area plan.  In the 1960s, a lot of it will be made up on the spot and not planned at all - just done on the fly.

What exactly is wrong with your plumbing?

The land management office may have the blue prints. Mr. Fluffy is correct back then many people were doing make shift repairs and probably did not file blueprints.

The land management may also charge per unit for any papers, not sure we got some papers from them and if you want a hard copy, they charge. They may even charge for every unit in your building.

Yes, for sure.

When we rebuilt our house, we didn't file any plans about water or electricity.  But we did file plans about the gas.   They insisted so we had to use a specialist to work with the gas company. 

The authorities are generally only interested where the utilities arrive in the building and reach the meters.  What happens inside for cabling and plumbing is entirely down to the owners.   

That said, most proper professional electricians and plumbers will stick to their training, good practice, conventions and standards.  So anyone trained in inspecting will be reasonably sure what is actually going on. 

My in laws built their own house in the mid 60s out in Erd.

My FIL actually helped built 2 other homes there for his step children when they married. MIL gave them land and my FIL helped built homes for them.

My husband was the odd man out since he was single and later left HU.

Anyways, at every step of building they called out a professional to either do the work or sign off on it.

That was the law but then again my in laws were people who never broke the rules, many people do though.

It was the law to stop building until all papers were signed off on and then submitted to the building dept. or whoever was in charge of building.

Even so, probably many people did their own add ons later.
