authentication / legalisation of documents in philippines

hello everyone!

I am April, residing in the Philippines,, my partner who is currently working in Netherlands, wants us to be there including our child. we are not married yet.. we are advised to send Cenomar (certificate of no marriage) and they wanted it to be translated and legalised by the Department of foreign affairs..
my questions will be..
1.our certificates are already authenticated (red ribboned), is it considered legalised? is it the same as per DFA's policy?
2.our certificate is already in english language, does it need to be translated into dutch?

it says in the requirement " translated and legalised birth certificate and certificate of no marriage"
am wondering if that authenticated papers are already considered legalized documents since it passed through DFA
When the docs are already in red ribbon it is legalized. I did the same. Our docs are in English i did not make translation.

I left my passport in Manila Dutch embassy for the visa stamp. I recieved it back within 9 days via courier services.
after submitting all the documents, will it take long time for the approval?
u left your passport, after your interview with them?
My husband applied here in NL for mvv visa, after 3 weeks we got an approval from IND.

So i went to Manila embassy for biometrics, they asked to give my passport to attached my visa later.聽 I received it back after 9 working days. 馃槉 through ToGo courier.
