I am a UK citizen and German resident. Does anyone know how to get a Corona virus vaccine in or around Lagos for a non resident?

I am a Belgian citizen and am planning to fly to Lisboa at the end of May.
I will get my second Pfizer jab on 1st May.
My question is : if one has been vaccinated + coming from an European country, does Portugal authorities still require a PCR test before landing in the country ?
I think the quarantine is no longer compulsory.
