Travelling to Romania during pandemic

Hi everyone I'm Kris from the Philippines. I'm planning to go to Romania and get married there. I know the requirements needed to be married there but what I didn't know about is what are the required documents or tests needed to travel there from the Philippines during this pandemic situation. Is there also a possibility that I can just acquire a one-way ticket to be presented in the immigration here in the Philippines or I really need to have a two-way ticket even tho I have the invitation that has the purpose of getting married when I get there?
