Since Novi Sad is a relatively small city, you can get from one part to the other easily and within an hour, really. I prefer the bicycle in all weather conditions other than snow and heavy rain, or walking. Still, you need to be aware of the fact that at least 3 bicycles are stolen every day in Novi Sad
However, the public transport isn't that bad, even though you have to pay around 0.50euro per ride. Still, there are the daily and monthly tickets available. Taxi is fairly affordable, even on a low budget, and the drivers are kind in most cases.

All kinds of public transport are safe.
Taxi is the fastest and cheap way to move around.
You get taxi over the phone, or just sms place you need it.
You will get answer in seconds and either you will get taxi in 3 minutes as average (max 6-8min but rare), or excuse that there is no available car. In that case you just call another taxi company (there are 10-15 of them with easiest phone numbers like 888 888 etc).
Now the price: average ride will cost you 1.5 euro (2$ or 1GBP).
3e will cover 90% of routes within the city (population 300 thousand).
It is cheaper then to have and use your own car.

To add something: City instead of defining maximum price for taxi companies, put the limit for lowest price, for taxi owners not to drown each other in competition and lowering prices .
Taxi service is decent, and most of things lost in, will be returned to owner. Probably over 90%. I was witnessing even lost cash being returned.
Still, there is one spot where one need to be careful: main railway and bus station (one next to other). There is always a small group of "wild", how they call them, taxis there, that will use opportunity to overcharge foreigner. Their parking place is separate and there are no more then 10 of them at any time. You just go where you can see much bigger group of taxis, and always some of them same color and signs, meaning they belong to regular companies. Just ask, everybody knows. And for later use your mobile and that is it.
From mentioned bus and railway station, there are relatively cheap connections for all over Serbia and abroad.
Mind that you need (by car) 1h to Belgrade, 3h to Budapest, 5h to Vienna and most of former Yugoslavia (Bosnia, Croatia, Montenegro, Slovenia..) or some 7-8h to reach Greece and Italy. There are bus lanes going to Germany, France even Sweden, but that is for those who do not fly. In train to Moscow one can sleep, so that`s different.聽 聽
I didnt mention city bus network: that is by far cheapest way to go. One network covers inside city area, and other suburbs up to approx. 30km around. There are leaflets with explanations, maps, time table etc. that will be interesting for those staying long term, so they will have time to learn what they need.

proper company owned Taxis. very cheap and very safe. Don't entertain rogue taxis, they charge more and unsafe too
