How much is the average rent there in US dollars?

Depends which is your standard and what kind of area you want to be.
In a good area mostly inhabited by locals you can find a large house in the range of 500-800 USD. Add 200 USD for the Christian municipality of Ankawa, just north of Erbil. In a more international area  you may find a flat in a tower (in a compound) at about 800-1000 USD. Of course there is no limits on he high side: a villa in an exclusive "rich area" is likely in the range of 2500 USD, plus many hidden costs.
