Medical referral at Chennai qvc due to diabetes

Is there a criteria to reject visa’s due to diabetes.I have been referred to a private hospital to take the hba1c test and meet the doctor. The doctor at the hospital stated that they will only treat and advise medications but will not provide any fitness confirmation

Please advise if any have come across this

Visa's are not rejected and if QVC refer you to a Private hospital its for hba1c test and diabetes counseling.
