Expat woman travelling alone to UAE

Hi,
I want to know if an expat woman ,unmarried and age 23 , can travel alone from Riyadh to UAE? Are there any restrictions based on the new laws?
Would it be an issue if visa is applied online or do we have to hire a travel agent?

if she has good profession on iqama then she can travel alone,if she is dependent she cant travel alone,she must go with sponsor.

Basically last year, they let her travel alone to UAE even though she was a dependent. However we applied for visa from Pakistan instead of applying online. I鈥檓 still confused regarding this

not possible from Pakistan she can get it from gcc country

I鈥檓 sorry if I wasn鈥檛 clear. We applied visa for UAE from Pakistan earlier and she could easily travel without any problems to Dubai

visit visa for GCC resident is different than getting visa from Pakistan. So when visa is applied as GCC resident then sponsor must come with dependents.
