It would seem to apply to your friend, and if he's in his home country he should do it there.聽 If he's here and the RF office has the ability to do the renewal locally for him they probably will -- I've always found the RF to be an unusually accommodating agency -- but it might be a process that's only available abroad and that they can't access.

1. Thanks a lot, this does indeed make sense. I鈥檒l let my friend know, but knowing him, he probably won鈥檛 do anything about it. I wonder if this will have any real-world consequences, other than not being able to activate a SIM card. Personally I don鈥檛 remember having to use my CPF for bon-government related things, except for the aforementioned activation of my SIM card. So, since he already has an active mobile phone number, he will likely not experience any problems at all.

I wonder if this also applies to people like me, who have left temporarily for a year or so but before the two year deadline of returning to Brasil? I checked my CPF and it seems to be "regular" for now...
