180 Day Confusion

I initially entered from usa 2/2019,in march the counting of days was suspended until 11/3.At time of suspension i had about 27 days,on magic date of 11/3,27 became 90 overnight.I didnt extend because at the FP at santos dumont,they have temp workers聽 dishing out inaccurate聽 info,agents are in the back office
I left 12/11,shocked to receive a fine of 3700,which is probably聽 5k now.
I apppealed and lost.
Any advice?Thought the terrible covid situation there would be grounds for leniency.Any opinions?
Are entries back into brazil dependent on the particular agent on return,i am currently reappealing.

Im also considering entering at the border,where,if given a hard time,would remain at another country,and not be deported from brazil.

You won鈥檛 be able to enter at any land border.聽 With very rare exception - which you probably don鈥檛 qualify - land borders are closed.聽

Once you leave, you won鈥檛 be readmitted until you鈥檝e paid your fine, and may possibly be barred for 180 days.

Come prepared to pay the fine on arrival, and you should be admitted:聽 over 180 days have passed since your last departure.聽 If the Immigration agent doesn't bring up the fine, don't you bring it up either.聽 If s/he does, you can try once, nicely, to make your case one more time.聽 If that fails, they'll escort you to the bank, you can pay up, and they'll let you in.

They already gave the "grace period". So as abthree said be prepared.
Not a good idea to cross via land. Most land borders are closed and you would need a letter from the US Consulate for an exception.
Crossing via the land entry points you will find they are not, should I say have zero-tolerance. Those holding cells are not the best!

Actually, I think the Brazilian government has been very lenient.聽 They have already had a lengthy period of time they waived, "grace period" and it is now coming up on July 2021.聽 I've been in and out of Brazil a few times since Covid began including my own appointments with PF and buying my first car in Brazil car last month.聽 All in all, Brasil has been pretty organized including flights, Covid testing, and all.
I'd agree with the others, come ready to pay your fine, life will be good.聽 You might bring a sweater, it's been cool.

Where are you to have neg 1? At my U.S. home in southern Oregon, I have had had -34 degrees Centigrade, (-30 degrees F) more than once, but it was 41 degrees C. there yesterday.
Hitting 16 degrees C. as a high every day in Sao Jose do Rio Preto, SP this time around
