Is the mail always very slow I sent my wife in Sao Paulo a package it arrived at the airport at Sao Paolo on January 23rd and she has not received it yet

Yes.聽 It's always slow, but to make up for that, it's also very undependable. ;-)
I hope that what you sent wasn't perishable, precious, or highly personal.

I have now idea how UPS works in Brazil, but I have tried FedEx, DHL, SEDEX and DHL was the best one....plus DHL assists with visa application process for american and british visas

Mails a nightmare and it takes time to clear customs and it's a Slow process聽 and I had a package held in Sao Paulo for 2 weeks for no CPF on the Package and that was FedEx. I use to work for the Post in the US and it would take 3-4 weeks and that is Regular Mail to Brazil聽 and jist as long for Priority Mail. I allways send things out Registered from Brasil (jus sayn) the package arrives usally just fine in Brasil it's the clearing and opening of the package that takes the time, the office in Sao Paulo actually opened my debit card (lol) and FedEx arbitrarily changed my delivery address (imagine that) .....good luck and all I can say is insure your packages.
