That would be false.

If you purchase a phone and SIM in Colombia, you can begin using it immediately. (You may have to spend a few minutes setting up the phone.)

SIM cards are cheap--around $5,000 last time I purchased one--and most people have prepaid plans where you go to a store and "recharge" the phone for x number of pesos.
