Yes, you can apply for D visa aka "entry visa" when you have pending visa like family reunification. But the question is the percentage of approval. You can't apply for tourist visa aka " schengen visa". Read More

Here in Philippines you can apply for D- visa and spousal visa even if the marriage is not yet registered in Norway or still ongoing registration. Read More
