I'm currently dating a Paraguayan girl and she informed me of many advantages of operating a business there. Such as, there's not a lot of stringent regulations there and there no business taxation. She's says there are many Americans there in the cattle & real estate businesses and that it's extremely profitable. I read that home invasions, burglaries and targeting wealthy people in general since 2009 become more of a problem there.
