I am an agricultural engineer by training (National University of Rwanda) with a doctorate (Ph.D) in plant biology (Laval University, Quebec, Canada). I was a university professor for 5 years at the National University of Rwanda and manager of an agricultural development project in Rwanda. I worked as a consultant for 3 years in agricultural planning and development in Quebec, Canada I worked for 2 and a half years as an analyst of Canadian agricultural business survey data at the Statistics Canada agency. For 15 years, I evaluated programs of the federal government of Canada. I evaluated the grant and contribution programs as well as the labor, social development and partnership programs in addition to the development and dissemination of information programs on the labor market and skills development. I have been retired since October 2018.
