Depends on one's citizenship, which languages they speak, what their skills and experiences are, what their taste are in culture, weather etc. Such vague questions are rather pointless. Narrow it down if you want a real answer.

Well that narrows it down to virtully every city in western Europe and many of them in the east. Again, you need to focus on places you might have a chance to go to like where you speak the local language.

I'm not sure how the quality of life in Switzerland is compared to where you are, but if it's anything like their flag it'll be a big plus.
