Foreigner and soldier marriage

Hi is there is someone know the truth or went trough this and have experience to share? I looked聽 quit a lot of this and can't find one opinion. Why there is no such a law in Morocco that man who is in military can't marry a foreigner, but military commander say it is not allowed? What can be done?
