When settling in Morocco, one of the priorities is to be able to make phone calls.

How to proceed to get a landline installed in Morocco?

What are the mobile operators?

What is your average monthly budget?

International phone calls here will cost you an arm and 1 leg. Better don't have a landline or a phone at all

I paid 150dh for Internet, local calls, and 4 hours of international calling. I use INWI.

Landline and unlimited broadband is 199dhs via Maroc telecom. Great for Skype and Facebook messenger etc. Both will then give you free calls to other Skype or Facebook messenger users. There are many other 'free' telephone/video messenging products available.
Or 50dh via inwi for 1 hr international calls. (One off 30dh for inwi sim/number)
