I don't have any experience with it and would never be qualifed.  From what I understand it's one of the most difficult and unnecessarily complicated ways to get into Hong Kong.  It's much easier to just get a job and visa like everyone else.

I worry about the work permit formalities. I mean any one with any offer can get it or is it restricted to specific skills and qualification?

The work permit is jointly submitted by you and your employer.
Rules applied by the immigration bureau are obscure but the employer has to explain why they are hiring a foreigner rather than a local (ie, prove that they couldn't find a local with the same skills); the employer also has to disclose their current locals/foreigners employee ratio. I wouldn't be surprised if the government implemented quotas by nationality.

Having heard this, I think the immigration skills path is the best for people who are unlikely to get good  job offers. (I cant' imagine an  employer in any country who can claim s/he can't find a local front dest or waiter!!!)
I have visited the HK goverment site and it is very helpful and detailed yet  simple to browse and it comes to my mind that at least theoretically that applying throgu the point based  skills program is the best option.
.However , in practice I do not know if it really works.

If you are "unlikely to get good job offers", then the Immigrant scheme has most chances to fail.
The scheme "seeks to attract highly skilled or talented persons" (see )

Unless you are a famous sportsman or similar, there is no reason why the government would give you a visa if you neither plan to start a business (entrepreneur visa) nor are able to find a job by yourself (work visa).

You do not understand mars2012HK, perhaps not even trying to. I remind---just in case--  you this is not europe which we are taking about here, me and you are all the same and you are a migrant trying to make a living JUST like me. If ever i made a mestake and went to your country (which i would never do)  then talk to me like that and close all doors in my face.
Back to the discussion now;

As far as I know it is a point based system and it gives 30 points to all bachelor degrees, wether it is  an IT or phylosophy degree. I have a BA degree in poltitical sciences wich intitles me to claims 30points even thought  it looks  not encouraging for the HK job market.
And yes, in the application form there is a question about what are the applicant's plans in HK.
