Easy enough, it's pretty much impossible without a very large investment.

Do you think it's impossible even with a local guy ? It's more easy ?

The system is designed to stop people doing the sort of thing you want to do. A local guy opening up can do so with a local partner, so taking you on would deny that Indonesian a job.
Right or wrong, that's how things work here.

Lots of foreigners in Bali join with locals to make a business. You just need to make sure that if you are putting money into the business that you don't get ripped off.聽 Indonesia seems to prefer to develop at a slow pace as rather than let foreigners in. I'd say just go for it, but be careful of partners.
