I聽 sure that there is a way to report this incident but Indonesia has very strict rules on defamation and would it would be unwise for you or your friendly to openly name the doctor or hospital through social media because you or your friend could be in serious trouble.
Medical negligence is something you would be best contacting your embassy about first before trying to find a lawyer and if you do find one still tread carefully.
Hospitals and doctors seem at times seem untouchable here for these reasons I am sorry to say.

It鈥檚 widely documented doctors etc being prosecuted/ jailed or sued within Indonesia the problem being the compensation side of things will be nothing close to a fraction you would expect in Australia (asbestos compensation is about 4/5,000 aus$ For someone on a death bed)
What professionals say in one country doesn鈥檛 mean the same here in Indonesia and will probably want several thousand of aus$ upfront with zero promises (expect requests for money frequently)
The lawyer side of things won鈥檛 be cheap and depending on the severity of the incident your friend will be out of pocket, so your only plausible reason is for prosecution only forget money
If your friend has returned to Indonesia and is on the mend/ good health it鈥檚 extremely unlikely your Embassay conversation聽 lasting longer than 40 seconds as they don鈥檛 get involved unless children are involved, your in jail, travel documents etc they 鈥渕ay鈥� offer you a list of lawyers but will refrain from advice, the list they give will no doubt have dodgy ones on it
It鈥檚 extremely unfortunate, but a foreigner in such a country like this is nothing more than a cash cow in these circumstances,
