This discussion would seem to apply to sales/chattel mortgages of vehicles between private individuals. I will note that there has been much controversy here about *dealers* selling 'not yet registered' new vehicles and at sale closing they are asked to sign statements saying you will not drive the vehicle until the vehicle gets registration from the dealer or manufacturer. I am unsure why there is an issue but it is quite substantial over here. This can be quite a problem because checkpoints have been enforcing the registration laws; the buyer is basically screwed, fined, vehicle may be seized聽 and I would never sign such a statement and would never pay for the car or sign for a loan聽 until the dealer provided the LTO CR certificate...*not all foreigners.here have been insisting on this* probably because they first hear about this at sale closing. Not all dealers are problematic; Toyota seems to have the ability to get registered but Geely (Chinese Manufacturer) asks you to sign the promise not to drive till registered. Many motorcycles seem not to be regustered at closing. The license plate is not a big deal because you can have one made but the registration certificate is the big issue. We have seen this problem with motorcycles, cars, tuk tuks etc.. So in the case of Dumaguete, maybe the most important effect of this law will be to force a correction where vehicle dealerships register what they sell and transactions between private ibdividual will be second greatest impact. Actually, over here amongst local Filipinos, they often buy and sell by money only and do not change registrations because it is cheaper and less complicated to do it that way. From their petspective, who cares?
