Just thinking out loud, you could enter on a 9A and it is true, no work allowed.

Bing tells us (copy/paste):

Requirements for a student visa in the Philippines:

Valid passport or travel document for at least six months beyond the intended stay.

Duly accomplished visa application form.

Notice of Acceptance (NOA) from school.

Original copy of the Certificate of Eligibility for Admission (CEA) issued by the Commission on Higher Education (CHED).

Police clearance.

Medical health certificate.

Two passport-sized photos.

Proof of financial self-sufficiency during studies (e.g., bank statements).

Work beyond part time is not likely given that they require proof of self sufficiency. And these days, BI is watching for work violations and deporting violators.听

I had to leave the Philippines to get a student visa back in the 90s and they were very strict about that. I was able to get it in Hong Kong instead of my country which I greatly appreciated.
