I was born in the US in 1974. My mother was a Filipino at the time of birth but later naturalized into an American citizen. Parents divorced shortly after.

My birth was never reported to the Philippines. My mother鈥檚 birth certificate was burned in a fire in Cebu. I have no idea when they married but I know it was in Cebu somewhere.

Basically I only have a copy of my mother鈥檚 naturalization certificate along with my birth certificate.

The consulate said that I have to complete their checklist to report my birth for recognition as dual citizen but that checklist asks for documents that I can鈥檛 get (like my mom鈥檚 50 year old passport or even their marriage certificate).

I asked the consulate how I can move forward towards formal recognition as a dual citizen and they told me they can only process reporting my birth with the documents I have no access to. They need me to complete their checklist. No advice.

Does anyone have any idea how I can obtain formal recognition at this point?

聽聽聽聽聽聽聽 I know a Filipina here in Pennsylvania who was born 70 years ago in a rice paddy on Mindanao.聽 She does not have an official birth certificate, but did marry a US citizen,moved to the USA and became a US citizen.聽 But when she goes to the NY consulate they deny her dual citizenship.聽 She owns real estate in Baguio, no problem, but cannot get balikbayan status for her US husband when they travel to Baguio for 3 or 4 months every year.聽

Try inquiring from the Natural Archives of the Philippines. My father was born in Batangas in the 1920s and have not had a birth certificate for 80 years as records were burned in a fire. All he had were notarised affidavits about his date and place of birth to get a passport, take the bar exam to become a lawyer etc.

Then in 2008, as he was getting a copy of my mother鈥檚 death certificate from the National archives, he thought about asking whether they have a copy of his birth certificate, and lo and behold, they did!

So hopefully, you can get a copy of your mother鈥檚 birth certificate, etc. there too.
