Baguio vs Tagaytay vs Visayas Islands for Expats

I麓ve been exploiting the possibilities of the Philippines as a new retirement destination. I know that the topic I麓m posting rather give a very wide latitude of opinions as to why someone has choosen that area for themselves.

My criteria:

1. Existing or closeby educational institutions for children and adults.
2. Good infrastructure - of course with internet.
3. Relatively safe with real estate developments like condos or subdivisions.
4. I麓m a foodie so good food/restaurants should be available.
5. A budget not to exceed 204,340PHP per month is a must.

There麓s none of that anywhere in the Philippines?

Baguio foggy and rainy but cooler and remote! Some like but most don't!
Tagaytay is almost 2000' elevation and has great views of Taal! Many expats!
Access to all highways! Transportation of every kind! Less then an hour to Laiya Beach!
Quick access to Cavite and Dasmarinas areas which have malls and amenities ! Easy drive to Sra. Rosa for Enchanted Kingdom for kids! Check it out on YouTube! Good malls in city proper as well as 2 miles to Sky Ranch (YouTube) and a major casino for adult amusement! Great produce market! Very friendly! Close enough to Makati for immigration and gov. services!
Visayas Islands are very nice! Those that live there love it! But you should not start there! Tagaytay will afford you the ability to learn what you need to know about living in Phil's long term! Baguio or Visayas will not give you the overview you need!
