Whenever I'm in Manila I check out a bar in Malate called G Point on Padre Faura. Its a cross between a restaurant and a British pub owned by a Swedish guy and his Filipina wife: now there's an interesting combination. ;)

Alot of expats hang out there and over the years I have found it very friendly with excellent food ( its essentially Smorgasbord) with a good selection of western and local food on the menu. Just so you know 99.9% of the women there are hookers but they leave you alone if you just want to have a beer with your mates or just sit there at the bar and watch  :D  They have a live band every night starting at 10.
Although I don't live in the city I would guess that its probably the best place to meet expats from all countries.
Hope this helps and not construed as a 'plug' for the bar by the moderators.

My favorite place in Manila is the Filling Station Bar Cafe on Burgos Street, a 1950's motif. Favorite for food and decor, many good references to it on Google..

We had lunch, family environment, I don't know what happens after dark. It is closed due to Covid, I hope it reopens again.

Does anybody know of good pool/billiards halls in Manila, maybe with live bands that are open for business?

Lotus Eater

G Point has a pool table along with a live band but not being resident in Manila I don't know if it's open.

Thank you Lotus.

Yes I concur with that. A slice of 50's Americana - a throw back in time with excellent food and service. Great value for money. For the naive tourist its in the red light district but perfectly harmless at anytime of the day. A good place to people watch is just down the road - Café Cubana with authentic Cuban music - la la la di da da da

Looks like G Point is open per their website.
