S Pass Renewal and New Application at the same time

My current S Pass is going to expire and HR has applied S Pass renewal for me.
At the same time, I've already got the job offer for a new job and I accepted it.

What would happen if my S Pass renewal from my current job and S Pass new application from the new job are submitted at the same time ? Will there be any issue or delay for my new job ?

You can only have one ongoing application at any one time, either renewal or new pass.
The application submitted later will be rejected by MoM.

The first one who submitted will be processed. No other applications will go through.

I checked from EP Online about the application status and renewal from my current job is approved. Does that mean new application can be applied ? or Is there any more steps after "Approved" to be completed before making a new application ?

For a new application, status "issued" is required before you can submit a new application.
But for a renewal, I assume it counts as issues as soon as it is approved.
