My pass is approved. But this error has occurred when issuing the pass. Any idea about this?

I have the same problem with issuing an approved DP for my spouse. The DP renewal was approved in early April, but we can't issue the pass since then. When HR person in my company is trying to issue the pass we see the following error: "Unfortunately, this pass cannot be issued. This foreigner is not eligible for issuance".
We have called MOM multiple times, wrote a lot of emails, got few case numbers but the problem still exists.

@beppi HR informed me. There is no reason specified.

The employer should contact MoM to resolve this issue.
If that is not possible, you could try to visit MoM in person to have the pass issued.

@tapxedotmoc Yes. Issue is resolved by the MOM and pass got issued.
