This is what is says officially when applying for a Non-immigrant Business Visa (Teaching):
"- Police certificate verifying that applicant has no criminal record or equivalents or letter issued by authorised agencies in applicant’s country. (The requirement of the submission of such police certificate is optional. The applicant must submit it if consular officer requests he/she to do so. This requirement is effective as from May 2007)."
I don't know how criminal records work in the UK. In many countries the record resets in 5 years or even less if the crime was not punished by a prison sentence. You need to find out.

If applying from abroad,then you can't obtain police clearance in Thailand. You need to do it from your home country. If staying in Thailand, then you can do it.Ìý
