Ouch!! Not all the banks send SMS or Voice to foreign phone numbers. Meanwhile, until some real user of CapitalOne shares a good solution for you, here is my suggestion: I think CapitalOne uses only SMS/Voice for their PINs, no way to ask for Authenticator Apps or Codes to email like some other banks such as Bank of America. Otherwise you could activate your roaming or get a monthly subscription to Google Voice and readdress your contact number. For your immediate issue, you don't have other choice than to call your bank via international phone call or Google Voice

My only advice is for US residents to accomplish this BEFORE coming to Vietnam:

1. Make sure that your US cell phone number is fully accepted & registered for use with all of your US financial & business accounts.

2. When you've tested every account, you are free to port your number over to a Google Voice number.

3. You can now use your Google Voice number (with a +1 country code and a USA area code) for all EXISTING accounts, but NOT for any new accounts opened after that.

4. You can now use your Google Voice number anywhere in the world to receive texts

5. You can use your Google Voice number for phone calls:

   A. When connected to WiFi/Ethernet/Data        within the United States (maybe even territories)

   B. Worldwide WHEN CONNECTED TO THE USA VIA A VPN (Virtual Private Network)

6. You'll only be able to use it for receiving texts in Vietnam, not for phone calls unless connected to the USA (as mentioned above)

7. The only way you can fix this from Vietnam is with the help of a friend or assistant in the USA, either by mailing them your old (active) sim to use in a cheap replacement phone or by purchasing a new discount plan & phone through your helper and have them do all of the account changes there.

Can I buy a international calling card in Vung Tau

ajairon

@rentonglenn

hello, what do you mean with an international calling card?   Surely I'm wrong, because talking about your case you maybe would like to make a call as similar as you are in USA. Which of these options fits your question?

  1. Buy a SIM or eSIM of AT&T, Tmobile, Three, HolaFly,  etc, yes, very easy from Lazada or their Phone Apps. That is commonly for data roaming, but the for callings and SMS will require a roaming subscription.
  2. Similar than the option above but cheaper:  MagicJack, GoogleVoice, Tello, etc
  3. Activate IDD (International Direct Dialing) service in your vietnamese phone number, yes, just go to your provider store and activate it.
  4. recover your current USA chip and activate SMS-only roaming

Good luck
