Write this in your diary NOW - 2012 April 14 and 15 to process the following:

New/Renewal application for passports
Registration of Birth
Notarization of documents
Overseas Absentee Voting Registration

NOTE: Children born to Foreigers having legal status in VietNam can be registered as Vietnamese Citizens. It is necessary to complete and file an application for a passport BEFORE any "home" country application is made. This will ensure the child has an ASEAN/Vietnamese Passport and can also get one from their parents home countries. The SEQUENCE IS CRITICAL as the VN questions cannot be answered in the affirmative if a application has been made to a 'home' country.
