l3ully A VOA letter has never been accepted at any land border crossing, only selected International VN airports. The link wouldn't open for me so I didn't have a chance to read it. Online though VOA letters are still available.

That's the situation as I've read it.聽 VOA are only for arrival by Air.聽 聽However, I've had 2 "agents" in Nha Trang upon hearing I'm doing a border run holiday have tried to offer me a VOA for the bus coming back from PP.,and wanted $195 for it??????聽 聽The Embassy only charge $95 3 mth single.
They've got to be kidding.聽 聽Ha ha....crazy place.
