I suggest you get in touch with the Japanese Language Schools in Hanoi.
One of the most prominent ones in Hanoi is located on Nui Truc street off Kim Ma street in Ba Dinh district.

They frequently organize聽 many Japanese cultural activities and celebrate seasonal Matsuris (Japanese festivals) in Hanoi. You can also make friends with the native Japanese teachers working in that school. In general, they are very friendly people.

If you are learning Japanese for better career opportunities, it might be a good choice for you because they groom Vietnamese students for JLPT exams from N5 to N2 levels,..... and may even introduce you to potential employers.

Else, if you are not averse to delicious Japanese cuisine, you may want to explore those ubiquitous JP restaurants in Ba Dinh and Tay Ho districts. That's a great way to catch up with some like-minded people.

Also, stay update about Japan and its culture and customs from the NHK Channel on the Cable TV. It goes a long way to 'beak the ice' when you strike up a conversation with a complete stranger for the first time.
