Business registration documents

I have an online eCommerce store where I sell jewelry and apparel. My suppliers are from the USA.

Is it possible to get a Business Registration Document for an online store while residing here but a national of a different country?

I need one of the 3-requirements to use PayPal as my payment method since I created my account here in D.R.

1. A Business Registration Document in the country where your PayPal account is open.
2. A proof of any tax paid to the tax authority in the country where your PayPal account is open.
3. A proof of address that shows that the Subsidiary, branch, or office is located in the country where your PayPal account is open (issued within the last 12 months.)
